=== Reforms === In November 2013, at the conclusion of the third plenum of the 18th Central Committee, the Communist Party adopted the Decision on Several Major Issues Concerning Comprehensively Deepening Reform, a far-reaching reform agenda that alluded to changes in both economic and social policy. Xi signaled at the plenum that he was consolidating control of the massive internal security organization that was formerly the domain of Zhou Yongkang. The Central Leading Group for Comprehensively Deepening Reforms—another ad hoc policy coordination body led by Xi upgraded to a commission in 2018—was also formed to oversee the implementation of the reform agenda. Termed "comprehensive deepening reforms", they were said to be the most significant since Deng Xiaoping's 1992 Southern Tour. The plenum also announced economic reforms and resolved to abolish the laogai system of "re-education through labour", which was largely seen as a blot on China's human rights record. The system has faced significant criticism for years from domestic critics and foreign observers. In 2015, Xi announced the Four Comprehensives, namely comprehensively build a moderately prosperous society, deepening reform, governing the nation according to law, and strictly governing the Party; in 2021, at the 100th anniversary of the CCP, Xi declared that China achieved its goal of building a moderately prosperous society in all respects. === 2016–present === In 2016, Quest collaborated with Safeway to bring testing services to twelve of its stores in California, Maryland, Virginia, Texas and Colorado. By the end of 2017, Quest, in partnership with Walmart, incorporated laboratory testing in about 15 of their locations in Texas and Florida. In May 2018, the company announced it will become an in-network laboratory provider to UnitedHealthcare starting in 2019, providing access to 48 million plan members. In September 2018, Quest moved its headquarters from Madison, where it was located since 2007, to Secaucus, New Jersey. In November 2018, Quest launched QuestDirect, a consumer-initiated testing service that allows patients to order health and wellness lab testing from home. In March 2020, the company launched a COVID-19 testing service. As of July 2020, Quest had performed more than 9.2 million COVID-19 molecular tests and 2.8 million serology tests. == Production == Chlorothalonil can be produced by the direct chlorination of isophthalonitrile or by dehydration of tetrachloroisophthaloyl amide with phosphoryl chloride. It is a white solid. It breaks down under basic conditions, but is stable in neutral and acidic media. Technical grade chlorothalonil contains traces of TCDD and hexachlorobenzene, both are persistent organic pollutants banned under the Stockholm Convention.
As a result of the Partition of India in 1947, the formations, units, assets, and indigenous personnel of the Indian Army were divided between the Dominion of India and the Dominion of Pakistan. As Brian Lapping wrote, "By comparison with the two great provinces [Bengal & Punjab], partition of the army and the civil service was easy, though by any other standard, it was difficult, wasteful, and destructive. ... The men were transferred in their units. Regiments of Sikh and Hindu soldiers from the north-west frontier had to make their way through Muslim territory to get out of what was to be Pakistan." Also in 1947 a final agreement was signed regarding the Gurkha regiments in the British Indian Army. Four Gurkha regiments, recruited from both eastern and western Nepal, would join the British Army. The remaining six Gurkha regiments of the British Indian Army joined the Dominion of India. During the transition period after partition, those Gurkha regiments that were in Pakistan, did their service, but were eventually moved back to India. The partition reduced the ethnic imbalance of the British Indian Army, which became the present-day Indian Army. But, the partition resulted in more ethnic imbalance in the Pakistani military, mainly because the new nation state of Pakistan was formed by joining West Punjab, NWFP, East Bengal, Baluchistan, and Sind. The new Pakistan Army was mainly made up of soldiers from two of these provinces. === Release of GSTs as an indication of organ damage === The high intracellular concentrations of GSTs coupled with their cell-specific cellular distribution allows them to function as biomarkers for localising and monitoring injury to defined cell types. For example, hepatocytes contain high levels of alpha GST and serum alpha GST has been found to be an indicator of hepatocyte injury in transplantation, toxicity and viral infections. Similarly, in humans, renal proximal tubular cells contain high concentrations of alpha GST, while distal tubular cells contain pi GST. This specific distribution enables the measurement of urinary GSTs to be used to quantify and localise renal tubular injury in transplantation, nephrotoxicity and ischaemic injury.
